Mugford of Newcomerstown, who became widely known during the
last year when he was pictured as the leader of a second tax
rebellion similar to that of the revolution. Mayor Mugford was
an active leader of his city refusing to pay taxes to the
Muskingum watershed conservancy district, a fight that since has
become partially successful and that may reach full attainment. |
